Hampton Roads Sanitation District, a political subdivision of the Commonwealth of Virginia, was created by public referendum in 1940 to eliminate sewage pollution in the tidal waters of the Chesapeake Bay. The mission of HRSD is to protect public health and the waters of Hampton Roads by treating wastewater effectively. In 1999 HRSD created the HRSD Environmental Scholarship at the Hampton Roads Community Foundation to support post-graduate study in a public Virginia university for a resident of HRSD’s service area studying environmental health, environmental chemistry, biology, or civil or environmental engineering.

In 2020, this scholarship was renamed to honor Tara Welch Gallagher, a stormwater engineer for the City of Virginia Beach, who was a victim of the tragic shooting at the Virginia Beach Municipal Center on May 31, 2019, and a past recipient of the HRSD Scholarship.
