Dr. Chin Seng "Frank" Fang
Frank Fang was born in China in 1938 and moved to Taiwan in 1949. After graduating from college he earned two engineering degrees from North Carolina State University. He joined the faculty of the Virginia Institute of Marine Science in Gloucester County, where he taught until 1984. Even after Frank Fang left VIMS to help run the family import business, C&F Enterprises, Inc. of Newport News, he considered himself an educator. In his free time, Frank volunteered with a Newport News Chinese school and the Organization of Chinese Americans. After Frank died in 2005 his wife, Carol, and sons, Jimmy and Edward, chose to honor him by establishing the Frank Fang Memorial Scholarship at the Hampton Roads Community Foundation. More than 85 friends, relatives, colleagues and former students contributed to the Fang Scholarship Fund, which provides merit-based scholarships to Chinese or Chinese-American students from Hampton Roads or Gloucester County attend college.
